WHO SANK THE GREEK BANKS? BEGINNINGS OF A REPLY TO @TECHIECHAN


As some readers know, I have a special place in my stony neoliberal heart for Techie Chan, the Greek Left’s resident statpornographer. 

He doesn’t blog in English (by choice probably) but the very few Greek tweeps who don’t know him had better check him out. He’s even kind enough to humour my tweeps and me when we joke that Techie and I are actually the same person arguing both sides of the debate for kicks.

In his post on this subject, Techie cites Greek banks’ loan to deposit ratios of 100%-120% (actually an average of 101%) as proof that they got themselves into the mess they’re in, claiming that 80% is the benchmark for sustainable leverage. Actually, as the following graph (originally from Zerohedge here) demonstrates, Greek banks were not particularly trigger happy by global standards. They were about average, and Techie's 80% benchmark is about two-thirds of the way down the distribution. 

And mind you this is after a wee bit of deposits flight too.


Now, I will happily grant Techie that banks the world over are over-leveraged (read on as to why, though!) but it is a big of a stretch to claim that Greek banks deserved to go under on this basis when not so many of the rest of the world’s banks have. This first part of my argument is actually quite simple. With lenient markets, such as we had up to 2007, the optimal level of bank leverage is determined by earnings growth, and that was not half bad for Greek banks. With tight-ass markets, the kind we actually have now, the real issue is the degree of reliance on short-term wholesale funding. So did Greek banks rely disproportionately on short-term wholesale funding? Well not until they got into trouble, with exceptions of course. 

The second part to my argument is slightly more technical but much juicier. You see, what Techie forgets (and most people completely ignore) is that leverage is not fungible. It’s more like Popeye’s spinach – Popeye eats it and it all ends up in his freaky-looking arms instead of making him all-round super-buff. Similarly, a bank’s 20x leverage does not finance all of its assets equally; rather, capital requirements courtesy of Basel implicitly assign a maximum leverage ratio to each assets class through risk weighting, and therefore decide where the leverage goes. I know the banks don’t think this way when they borrow to cover financing needs, but that’s how their incentives are aligned; they can’t help it. Former World Bank Director Per Kurowski illustrates this very well in his most recent paper on how Basel has turned banks into weapons of mass destruction.

You see, all the way to early 2009, Greece’s credit rating – an incredible, and, as it turned out, unrealistic, AAA to AAA negative for all agencies, meant positions on Greek bonds could be financed through UNLIMITED leverage according to Basel II regulations. Treatment under Basel I, the previous regime, was similarly lax. So really, it was no surprise that they tanked as soon as the finances of the Greek state came into question.

GREEK LIBERTARIANISM #FAIL... WITH THANKS TO @DENK_IK

On May 21, the excellent English version of Kathimerini ran an article on the flagging fortunes of liberal/libertarian parties in Greece. The author, Harry van Versendaal (@denk_ik), was kind enough to send me a set of questions in the run up to its publication. What follows is the full set of notes that I sent Harry. I am grateful that, as you will see, he has quoted both faithfully and liberally from the original. I am publishing the full set here because, with the Democratic Alliance joining forces with mothership New Democracy and Drassi and Dimiourgia Xana also joining forces, I feel it is more topical than even when it was originally written.

What are the reasons behind the poor appeal of liberal parties in Greece?

I am not sure just short of 8% under these conditions is a sign of poor appeal in itself. It's fair to say there aren't many liberals or libertarians in Greece in the first place. When I last tried to take a stab at the total figure, it was about 17% of the electorate. There are many reasons I've heard as contributing to this but for me there are five major points.

First, the liberal parties are in the business of pointing out tradeoffs; telling people they can't have everything. That's been a wildly unpopular way of thinking in Greece since the Change of 1981 and increasing more so. In 2008, when asked by the European Values Survey to choose where they lay on the left/right spectrum and the freedom/equality spectrum (a kind of simplified Political Compass), nearly half of the representative Greek sample refused to make one or two of these choices. Liberal parties struggle to reach these people and indeed it's hard to reach them with a proposition that is not populist or clientelist.

Second, the liberal parties appeal to a sense of ownership and responsibility that much of Greek society has been losing for some time. It's hard to argue with 25-year olds about the need to uphold legitimacy because they've been sealed into disenfranchisement at the fringes of the two-party system and regulated out of the labour market by the unassailable voting bloc of their parents' generation. Remember, the median age in Greece is 42. The median voter is even older and will continue to become so.

Third, the liberal brain drain is even more intense than the overall Greek brain drain. By virtue of both their backgrounds and mindsets, liberal voters are more likely to immigrate, and have been doing so in droves even in the good old days. The once major parties never bothered to give expats the ability to vote in their country of abode, as the subsidised industry of election tourism gave them yet another clientelist selling point. Note that all of the liberal parties (though not all of their voters) have called for facilitating expat votes in their programmes.

Fourth, like capitalism, liberal ideologies in Greece have been defined by their opponents, not their supporters. We've allowed others to tell the Greek population what we are, what we believe, who we are aligned to. There is no Greek word for 'libertarian'. People don't even believe such an ideology exists, except perhaps as a front for corporatism. In fact, you are most likely to be called a 'neo-liberal' instead; a catch-all phrase that essentially encompasses everyone statists on the left and right dislike. Essentially, if you call yourself liberal, the reasoning goes, you are pro-war, pro-monopolies, corporatist, unfeeling and uncaring, and have a casual tolerance for corruption, inequality and the supression of political rights.

Finally, there comes a point on the road to serfdom (I guess) where so much of a country is dependent on government subsidies, government-sanctioned rents and government-upheld false economies, that liberalising it will simply kill it. If the entire patient is gangrenous, of course amputation doesn't work. I don't like to think that Greece has crossed that line yet, but it's closing on it. It is very hard to implement any liberal policies, at least in the economy, without materially worsening the lives of hundreds of thousands of people, at least in the medium term. In an aged and inflexible society such as ours, people don't bounce back from such setbacks; they stay down.


Would you say there's a problem with the ideas/policies put forward by those parties, or with the people who represent them?

There is certainly a major problem with the audiences they have chosen for themselves. Drassi, for instance, would probably see themselves as the 'orthodox' libertarian party in Greece and are denounced even by many in the liberal space as haughty and elitist - predictably, they tanked outside of the major cities and draw a disproportionate share of their supporters from the alumni of elite schools. Their allies, the Liberal Alliance, only register in many people's minds as a pressure group for gay and other minority rights (which even among some self-described liberals is a big no-no).

Dimiourgia, Xana! have, on the other hand, invested a great deal in the notion of 'politics without politicians', which is very attractive to voters everywhere but surely a self-defeating ideology once they get a handful of MPs into parliament, The immediate side-effect of this approach, however, is that they have drawn alongside traditional liberals a kind of pro-Europe, pro-business protest vote; the latter is made up of people who are hostile towards established liberal politicians. Don't get me wrong, creating a credible pro-business, pro-Europe outlet for the protest vote is an enormously important innovation that Greece really needs. But it makes it harder to form alliances.  I should add that Dim Xan have also alienated some liberal voters by taking positions on things such as immigration and education that are nationalist at best, as well as some corporatist positions on the economy. But if we cross out DimSim's clientelist reserves, they are in fact the largest of the liberal parties, despite never having been in politics before.

Then there is Dim.Sim., which is a more complex party to describe. Dimsim owes a very large share of its vote to the traditional voters of Dora Bakoyanis' family, including herself, her father and her late husband. If we're being charitable it would be best to say that not all of them care about liberal this and liberal that; they have a personal loyalty. In fairness, it's hard to argue Bakoyanis is not a liberal politician, or a worthy one. She is entirely formidable and did, after all, stake her political career on a principled and pragmatic pro-bailout vote back in 2010.


Greek liberals are keen to advertise their pragmatism, yet liberal parties failed to cooperate ahead of elections. What were the reasons for this, in your opinion? Would you like to see them work together in the future?

The three (four, counting the Liberal Alliance) liberal parties have approached the matter of coalitions in a manner that is frankly insulting and doomed to failure. Their reasoning is: 'we three (+1) have our love of Europe, reforms, enterprise and fiscal discipline in common; we must pool our voters under one leader and ensure this perspective is represented in parliament. Now, let's find a leader.'

Except of course the voters are not theirs to pool, and the supposed 'common ground' is trivial: Pasok, ND, Dem Left and a whole bunch of other parties guaranteed to stay in Parliament also claim to be pro-Europe, pro-reform, pro-fiscal discipline, even pro-business in some cases. The liberal parties have never tried to develop a potential common policy platform and are instead focusing on horse-trading among themselves. It's not a coincidence that while everyone speaks of a liberal political 'space' (i.e. captive voters), they have not attempted to put the question of collaboration to this constituency.

If they can change course now and call on their supporters to discuss and approve a common platform (Dim Xan has shown some remarkable skill at managing this process) then there is hope for the liberal parties. In fact, I think their 8% could grow substantially as the two major parties, especially PaSoK, continue to disintegrate. Of course I worry about the quality of new voters we will attract but that's mostly my prejudice.

But if they insist on horse-trading, I will be hard-pressed to vote for whichever coalition of liberal parties emerges. Think about it this way - the point should be representation, not the election to the house of a set of 'tribal' MPs. If an MP owes their job to a cobbled-together coalition of liberal parties which in turn owes their toehold on government to a cobbled-together coalition of pro-European parties their need to represent their voters is minimised because it's not them that got them into power. The balance of power in the voter-MP relationship becomes hopelessly skewed. Syriza managed this well with their own constituent groups, but then again they managed it well for as long as they were in opposition. It's not a structure that remains very democratic once one is in power.


Some critics say liberalism is a deeply misunderstood notion in Greece. Do you agree?

I think it's fairly misunderstood everywhere. Statism is a powerful narrative; when bad things happen, a hero must swoop in and save the day. But in Greece in particular, liberalism is defined by connotation and association more than by its actual programme, because it's never had one overarching programme. As long as we're the pro-banker people, the pro-gay people, the pro-bailout people, the pro-privatisation people, the anti-minimum-wage people, we are easy prey

BIG GOVERNMENT JUNKIES, Y U NO WANT REFORM?


Some time ago while trying to get to the bottom of how big the Greek public sector really is, I made the point that electorates will only tolerate larger public sectors if they are efficient. This is not a political point: it's a statement about voting behaviour. In the long run, voters will not long tolerate a state that wastes their money, and rational voters will only pay for public spending if the returns to public spending are good relative to those of private investment. 

It's not too hard to demonstrate this: first of all we know that the public sector is more efficient in democratic countries. That suggests there is some mechanism (very imperfect, I'm sure) through which voters punish state inefficiency. I can think of two ways. 

First, they do it by punishing governments with a recent record of over-spending. Second, they undermine the tax revenue of inefficient governments by either evading/avoiding tax or joining the informal sector through informal work or enterprise, forcing them to either cut down on spending or run deficits. Third, the low levels of public capital accumulation produced by misdirected spending result in sluggish economic growth and hence higher unemployment and lower government revenues in the long run; so even if they can't directly see the source of this malaise, voters who hate unemployment, economic stagnation, and burgeoning deficits will punish politicians for it. 

The last two mechanisms are quite important actually: government inefficiency will tend to undermine government revenues and create deficits on both ends. People should remember this when they say that it was Greece's tax revenues that were too low, as opposed to public spending being too high. Actually inefficient public spending damages both deficit drivers. All of this adds up to one thing: public spending can only rise sustainably in the long run if it's backed up by rising government efficiency. At the urging of @paslanid I've collected some data to back this claim up, and incidentally I've got some surprising insights for you. Sources are the WEF's Global Competitiveness data and Eurostat's annual public finances data.



The first insight from the above is that small, efficient public sectors are not to be found where you might expect. Iceland and Norway, Estonia and Luxembourg, and of course Germany are not known for libertarianism but they manage to run a tight ship without a massive state. Britain, which many in Greece think is America-light, is actually a fairly big state and not terribly efficient. Same goes for Ireland, actually, although rising unemployment in the past years will no doubt have pushed primary spending up a lot further than expected.

The second insight from the above is that perceptions of public efficiency can change dramatically when a country is under pressure: perceived efficiency levels could explain the size of the Greek state in the good old days - 2005-2008 - or at least why the electorate tolerated such a large state. But of course with government lying to us about its spending and many people (even in, or perhaps especially in, our corporate and academic elites) having made peace with the terrible inefficiency around them, it's not clear how accurate early perceptions were. It certainly doesn't help that in the meantime public investment has been cut savagely, rebalancing spending further towards public consumption.

But most of all the data bear out the general hypothesis that inefficient public sectors are unable to stay very large for very long. Do you want a big state? Then you should be busting your balls to make it more efficient. I won't support you but the average Joe will. So why is no one in the big government camp arguing for more efficiency? Sure it will mean firing some public sector employees in the short term but it will probably mean that more can get hired in the long run.

PRIMARY DEFICIT CONTINUES TO FALL

Another month, another Budget Execution Bulletin. As readers know I track these figures on a monthly basis and bring them straight to you because, well, no one else cares to do it. Which is sad really considering a primary surplus is the holy grail of our fiscal adjustment programme and the price of our independence as a nation.

Here, without further embellishment, are the latest data, going up to a provisional announcement in April. As of April 2012, our primary deficit continued to fall. February was a great month, and March was also good, while January was our worst since austerity began and April itself showed no improvement over last year. Overall, we're running a primary deficit to date of EUR1.7bn, consistently lower from February onwards than the 2011 figures. It's not a bad outcome.

I've run two different regression analyses on the data (one projecting the monthly primary deficit and one projecting the 12m rolling primary deficit), and both tell me that if we manage to continue to reduce the primary deficit in a linear fashion (which we won't), we should be on course to run that elusive primary surplus in October. OK, so that's not going to happen but we're still on course I guess. Remember, a primary surplus will not in itself make Greek finances sustainable. The surplus, along with real GDP growth and inflation, have to be eating into our debt pile faster than interest rates are growing it. That might take quite a bit longer than getting a primary surplus. On the other hand, if you're of opinion that Greek debt cannot be made sustainable without either a) default or b) an earth-shattering final negotiation of debt such that our creditors will never want to speak to us again, then a primary surplus is quite enough to ensure sustainability. A primary surplus, as I never tire of saying, will buy us our sovereignty back.

Incidentally: a question often asked in Greece (complete with an uneducated answer usually) is: how much of our borrowing is due to interest payments? There's no easy answer to this as one has to specify the timeframe over which the question is to be answered. Even then, it's not a simple matter of dividing the primary deficit for that period by the total deficit for the same period, because borrowing is not done at a constant pace, nor is it done to pay for past spending. It happens in big discreet chunks and is meant to pay for future spending. But the problem is, we don't really know what future spending will turn out to be; we only know the budgeted figures and the monthly forecasts are likely to be incredibly inaccurate. Besides, it's never clear how far into the future each new tranche of money is meant to last, or when you can stop counting the effects of the previous tranche. The longer we can go on each payment the better, presumably.

I would argue that the broader policy question assumes that the percentage we're looking for is always positive until we turn a primary surplus. And sure enough, we have had many of those on a monthly basis but they don't mean anything if they are cancelled out by deficits in other months. So what I prefer to use, as above, is the 12-month rolling totals, i.e. the total deficit (primary and otherwise) created over the 12 months up to the date in question. So the 12-month rolling deficit for April 2012 will be the sum of monthly primary deficits from May 2011 to April 2012 (inclusive). If you follow this calculation, then about 15% of our new borrowing over the last 12 months has gone towards primary expenditure and another 85% towards servicing debt - again, with the caveat that this backward looking accounting for new debt is wrong anyway.

Some will interpret the low percentage above as a sign that the new debt is only taken on to pay for old debt as opposed to primary spending. Not only is this incorrect (15% still goes to primary spending), it also misses the point. If 100% of new debt were directed to servicing debt, would we be worse off? No - it would mean we're running a balanced primary budget. Which is the whole point of this exercise. And should the ratio turn negative, it means we're actually paying down debt - the debt pile is shrinking.

ΨΗΦΙΖΟΝΤΑΣ ΦΙΛΕΛΕΥΘΕΡΑ, ΜΕΡΟΣ 6ο. Ο ΕΠΙΛΟΓΟΣ.

Όπως γνωρίζετε, η Δράση-Φ.Σ. που στήριξα στις εκλογές της 6/5 δεν έχει μπει στη Βουλή. Προφανώς και δεν μου άρεσε αυτό αλλά έτσι έχουν τα πράγματα.

Μου λένε μερικοί ότι έχουμε ευθύνες όσοι δεν πιέσαμε για συμπόρευση των τριών κομμάτων, γιατί ένα Μεγάλο Φιλελεύθερο Κόμμα θα ήταν σήμερα στη Βουλή με κάτι λιγότερο από 7%. Σχεδόν το ίδιο ακριβώς ποσοστό με τους Χρυσαυγίτες, μου λένε επιδεικτικά.

Απαντώ όσο πιο απλά μπορώ.

Την ψήφο μου, μού τη ζήτησαν πολλοί που εγγυημένα ήξερα ότι θα έμπαιναν στη Βουλή. ΠαΣοΚ, ΝΔ, Δημ. Αρ., όλοι είπαν κι από κάτι για μεταρρυθμίσεις, ατομικές ελευθερίες, μείωση ελλείμματος, επιχειρηματικότητα, κτλ. Αν θέλετε να ανοίξουμε την κουβέντα των ευθυνών των δικών μου ως ψηφοφόρου και της Δράσης ως κόμματος, ας την ανοίξουμε.

Μπορούσα να διαλέξω τον πιο κοντινό από αυτούς στα ιδεολογικά μου και να τον ψηφίσω. Και η Δράση μπορούσε να συγχωνευτεί με ορισμένους από αυτούς. Και για να ήμαστε ειλικρινείς, αρκετοί στα πρώην μεγάλα κόμματα πιστεύουν ότι επειδή δεν έγινε ακριβώς αυτό (όχι μόνο με Δράση και εμένα αλλά και με κάθε μικρό κόμμα και τους ψηφοφόρους του), η χώρα κινδυνεύει από ακυβερνησία. Και όντως κινδυνεύει.

Ωστόσο, κανείς 'φίλος' φιλελεύθερος δεν με κατηγορεί που δεν ψήφισα κάποιον από τους παραπάνω, ούτε κατηγορεί το κόμμα που επέλεξα επειδή δεν προσεχώρησε σε ένα από τα παραπάνω κόμματα.

Αλλά επειδή μεταξύ των τριών φιλελεύθερων κομμάτων θεωρείται ότι υπάρχει ιδεολογική εγγύτητα , θεωρείται και ότι έχουμε όλοι οι ψηφοφόροι τους καθήκον να συνεισφέρουμε στη δημιουργία ενός πόλου.

Ας μιλήσουμε λίγο για τον πόλο που θέλετε να φτιάξουμε. Η ΔΗ.ΣΥ. όπως δείχνουν τα ποσοστά της έχει το ποσοστό που έχει και που προσπαθείτε να μου τρίψετε στη μούρη μόνο χάρη στα τεράστια, δυσανάλογα ποσοστά της σε Κρήτη και Ευρυτανία. Κοινώς προσπαθείτε να με πείσετε ότι μοιράζομαι κάποιο κοινό 'χώρο' με το πελατειακό δίκτυο του Μητσοτακέικου, και ότι μάλιστα χρωστάω και κάτι σε αυτό το 'χώρο'.

Βρίσκω κάπως πιο εύκολο το να συμβιβαστώ με τη Δημιουργία Ξανά!, αλλά έλα που δεν μου αρέσει ο κορπορατισμός τους, η κρυπτοξενοφοβία και συνομωσιολογία τους και οι άθλιοι τρόποι πολλών από τους οπαδούς τους; Πρέπει να τους ανεχτώ για να καμαρώνω ότι έβαλα κάποιον στη Βουλή που ίσως να με λάβει υπόψιν του;

Και για να τελειώνουμε.

Προσωπικά δεν αναγνωρίζω κανένα καθήκον να υπηρετήσω κάποια φιλελεύθερη παράταξη. Αν υπάρχουν πολιτευτές που σκέφτονται έτσι, είναι επειδή έχουν μείνει απολιθωμένοι στα χρόνια του πελατειακού συστήματος, το οποίο όριζε μια σχέση ιδεολογικού δουλοπάροικου και ιδεολογικού φεουδάρχη, και σ' όποιου το ιδεολογικό τσιφλίκι βρισκόσουν είχες την υποχρέωση να τον υπηρετείς.

Δεν ένιωσα ότι είχα κανένα τέτοιο καθήκον ακόμη και με τη Δράση, μετά τη δημόσια ανακοίνωση της πρόθεσης ψήφου μου. Γι' αυτό και τους εγκάλεσα όπου χρειάστηκε. Δεν έχω κανένα καθήκον απέναντι σε κανένα 'χώρο' κύριοι. Δεν πάει έτσι. Όσοι ζητούν την ψήφο μου έχουν αυτοί καθήκον απέναντί μου. Αν κάποιος αποτύχει να πάρει την ψήφο όλων μας, να εγκαλέσετε αυτόν για την αποτυχία τους.

Θέλετε ντε και καλά να ψηφίσω ένα μεγάλο φιλελεύθερο κόμμα; Βρείτε τα μεταξύ σας, συγχωνευθείτε, και φροντίστε να εξαλείψτε από το πρόγραμμα του κόμματος που θα προκύψει όλα αυτά. Όσοι υποψήφιοι της Δράσης νοιώθετε ότι είναι βαρίδι οι συνάδελφοί σας που δεν θέλουν συγχωνεύσεις, αποσκηρτίστε προς όπου χρειαστεί. Δεν θα σας πιέσω να συγχωνευθείτε, γιατί δεν πιστεύω ότι μπορείτε, ούτε ότι πρέπει, να φτιάξετε ένα κόμμα-ρυθμιστή των εξελίξεων. 

Αυτά για απόψε. Καληνύχτα σε όλους. Αύριο ξημερώνει μια άλλη μέρα κι εγώ παίρνω το αεροπλάνο για Λονδίνο.

ΨΗΦΙΖΟΝΤΑΣ ΦΙΛΕΛΕΥΘΕΡΑ ΜΕΡΟΣ 5ο: ΤΙ ΜΟΥ ΑΡΕΣΕ




Όπως υποσχέθηκα, μετά από τα όσα με ενόχλησαν στα προγράμματα των φιλελεύθερων κομμάτων σας παρουσιάζω κι αυτά που μου άρεσαν. Δυστυχώς δεν μπορώ να μπω σε πολύ βάθος – δεν προλαβαίνω. Πάμε όπως και να’ χει το πράγμα να δούμε τα βασικά:

Τοπική αυτοδιοίκηση

Η κατάσταση της τοπικής αυτοδιοίκησης στην Ελλάδα είναι προσβλητική. Δεν υπάρχει καλύτερο εργαλείο για την επιδίωξη της προσωπικής ελευθερίας από τη δημοκρατία σε τοπικό επίπεδο. Η δημοκρατία σπάνια λειτουργεί καλά σε μεγάλη κλίμακα: οι αντίπαλοι γίνονται πιο εύκολα απρόσωποι, η καταπάτηση των δικαιωμάτων τους πιο εύπεπτη, η εξάρτηση από τον κεντρικό σχεδιασμό μεγαλύτερη, οι ευκαιρίες για διαφθορά πολυπληθέστερες. Είναι δε πολύ πιο εύκολο να πολιτεύεσαι φιλελεύθερα σε μικρές διοικητικές ενότητες: ο πολίτης αναλαμβάνει πιο εύκολα τις ευθύνες του, το ποιόν των κρατούντων αξιολογείται καλύτερα, ο πολιτευτής εξαρτάται λιγότερο από το κόμμα του, και εισπράττει πολύ πιο άμεσα τις συνέπειες των πράξεών του.

Εδώ όμως υπάρχει μια πολύ σημαντική ένσταση. Ενδυνάμωση της τοπικής αυτοδιοίκησης πρέπει απαραίτητα να γίνεται κυρίως ως προς τους ίδιους πόρους. Αποδεδειγμένα, όταν η τοπική αυτοδιοίκηση εξαρτάται από την κεντρική διοίκηση για μεγάλο μέρος των εσόδων της καταλήγει στην κακοδιαχείριση (δείτε εδώ κι εδώ). Αποκέντρωση των δαπανών χωρίς αποκέντρωση της φορολογίας δεν πρέπει να γίνεται.

Η ΔΗ.ΣΥ. δεν έχει πολλά να πει στο επίσημο πρόγραμμά της για τα παραπάνω, πέρα από το να τονίσει την ανάγκη πλήρους εφαρμογής του Καλλικράτη και απελευθέρωσης της ΤΑ από τη γραφειοκρατία. Από την άλλη, Δράση και Δημιουργία προτείνουν χρηματοδότηση της τοπικής αυτοδιοίκησης από ενιαίο τέλος ακίνητης ιδιοκτησίας, το οποίο θα αντικαταστήσει κάθε άλλο φόρο επί ακίνητης περιουσίας. Αυτή η πρόταση μού αρέσει πολύ, αν και δεν είναι τόσο καινοτόμα όσο ίσως νομίζουν μερικοί (δείτε εδώ). Αυτός ο τρόπος φορολογίας αν εφαρμοστεί κατά προτίμηση για την ακριβότερη ακίνητη περιουσία, εκτός από την οικονομική αποτελεσματικότητά του (η φορολογία μόνο σε προσόδους και όχι σε εισοδήματα δεν στρεβλώνει την οικονομία) έχει και το πλεονέκτημα του να ανταμείβει τις πιο αποδοτικές τοπικές αρχές, στις περιοχές των οποίων λογικά οι τιμές των ακινήτων θα ανεβαίνουν όσο παράγουν πραγματικό έργο.

Βέβαια λείπουν ορισμένες προτάσεις – δεν υπάρχει λόγος, π.χ. η ΤΑ να έχει ως αποκλειστική πηγή εσόδων το τέλος ακίνητης περιουσίας. Αυτή μπορεί να είναι η αποκλειστική πηγή χρηματοδότησης για τις βασικές της υπηρεσίες. Από κει και πέρα δεν βλέπω το λόγο η ΤΑ να μη χρεώνει επιπλέον για υπηρεσίες πολυτελείας  όπως κάθε επιχείρηση και αν έχει πλεόνασμα από αυτές να το επιστρέφει στους πολίτες ή να επιδοτεί άλλες υπηρεσίες ή ακόμη καλύτερα επενδύσεις. Η Δράση το υποστηρίζει αυτό για την υγεία, γιατί όχι για την ΤΑ;

Εργασιακά

Στα εργασιακά η ελαστικότητα της αγοράς εργασίας είναι κοινή επιδίωξη των φιλελεύθερων και δεν υπάρχουν τεράστιες αποκλίσεις. Πρέπει να εξηγηθώ όμως. Ελαστικοποίηση δεν είναι η πάταξη του συνδικαλισμού (έστω και του κακώς νοούμενου). Ελαστικότητα της αγοράς εργασίας είναι πρώτα και κύρια η δυνατότητα να προσλαμβάνεις και να απολύεις εύκολα και να διαπραγματεύεσαι αμοιβές ανάλογα με τις ανάγκες της επιχείρησης – όπως και το να διαπραγματεύεται ο εργαζόμενος την αμοιβή και τους όρους εργασίας του με βάση τις δικές του ανάγκες, τη συνεισφορά του στους στόχους της επιχείρησης και την αγοραία αξία του μοναδικού συνδυασμού δεξιοτήτων που διαθέτει.  Μόνο στο βαθμό που ο συνδικαλισμός επιδρά καταναγκαστικά πάνω σε αυτές τις επιλογές είναι συμφέρων ο περιορισμός του.

Χαίρομαι λοιπόν που η Δράση και η Δημιουργία δεν μπήκαν στη λογική του περιορισμού του δικαιώματος στο συνδικαλισμό ή έστω του κακώς νοούμενου και αντικοινωνικού μέρους του συνδικαλισμού – αλλά αντ’ αυτής στη λογική του περιορισμού του συνδικαλισμού σε όσους θέλουν να ασκήσουν αυτό τους το δικαίωμα.  Μην ξεχνάτε, οι συνδικαλιστές  διαπραγματεύονται τις απολαβές των δύο στους τρεις εργαζομένους σε αυτή τη χώρα παρ’ ό,τι συνδικαλισμένοι είναι μόλις το 30% των εργαζομένων και ο αριθμός τους φθίνει διαρκώς.

Χαίρομαι επίσης για την έμφαση που δίνει η Δράση στην επέκταση των ευέλικτων μορφών εργασίας. Στη Γερμανία, όπως έμαθα ερευνώντας τα περί υπερ-εργατικών Ελλήνων, το 22% των εργαζομένων δουλεύει part time. Στην Ελλάδα μόνο το 8%. Στις ευέλικτες μορφές εργασίας υπάρχουν ακόμη πολλές ενστάσεις, αρκετές στρεφόμενες ευθέως κατά των νέων, και πρέπει να τις υπερβεί κάποιος .
Βέβαια ακούγονται πού και πού και ορισμένες παραφωνίες: η υπόσχεση, π.χ. της Δημιουργίας ότι θα κοπούν όσες συντάξεις έχουν δοθεί στο παρελθόν για συνδικαλιστική δράση είναι αφελής ρεβανσισμός. Ό,τι έχει δοθεί σύννομα δυστυχώς είναι κατοχυρωμένο και ελπίζω να το γνωρίζουν.

Η Δημιουργία έχει δε και την ενδιαφέρουσα πρόταση του να θεσπιστεί και τέταρτος κοινωνικός έταιρος που να εκπροσωπεί τους ανέργους στις συλλογικές διαπραγματεύσεις. Μολονότι θυμάμαι να τη συζητώ μισο-αστεία με φίλους στο twitter, προσωπικά δεν με ελκύει καθόλου οποιαδήποτε πρόταση για ένα διευρυμένο κορπορατιστικό μοντέλο. Κατανοώ ότι η ανελαστικότητα της αγοράς εργασίας ευνοεί τους ήδη εργαζομένους έναντι των ανέργων, ειδικά των νέων, αλλά η λύση είναι η ελαστικότητα, δεν είναι η διαχείρηση της ανελαστικότητας. Το πρόβλημα εξάλλου του κορπορατιστικού μοντέλου δεν είναι ότι εκπροσωπούνται ορθώς οι εργοδότες, ορθώς οι εργαζόμενοι, ορθώς το κράτος και λείπει μόνο ο εκπρόσωπος των ανέργων. Το πρόβλημα είναι ότι στρεβλά εκπροσωπούνται οι εργοδότες, στρεβλά οι εργαζόμενοι και στρεβλά το κράτος και έτσι ακριβώς μοιραία θα εκπροσωπηθεί ο άνεργος, με  σκοπό το προσωπικό ή συνεχνιακό συμφέρον των εκπροσώπων του και όχι το δικό του. Εξάλλου για να είμαστε ειλικρινείς, ενώ ο πρόεδρος του ΣΕΒ μπορεί θεωρητικά να συνεχίσει να είναι επιχειρηματίας, και ο πρόεδρος της ΓΣΕΕ εργαζόμενος, ο θεσμικός εκπρόσωπος των ανέργων σχεδόν εξ ορισμού δεν είναι άνεργος.

Πιο ενδιαφέρουσα είναι η πρόταση της Δημιουργίας, να δοθεί χρόνος στα κανάλια σε απεργούς, αν και το κατά πόσο θα τον δεχτούν οι συνδικαλιστές ως εναλλακτικό μέσο διαμαρτυρίας δεν μπορεί να το ξέρει κανείς. Από την άλλοι, οι απεργοί του Alter δεν χαλάστηκαν.

Φορολογία

Όλα τα φιλελεύθερα κόμματα κυρήσσουν το ευαγγέλιο του απλού και προβλέψιμου φορολογικού συστήματος με χαμηλούς συντελεστές, στη λογική της Laffer Curve και κατά προσέγγιση προς την προταση του flat tax. Μου αρέσει πολύ αυτή η προσέγγιση – η σχετική επιτυχία της Ιρλανδίας μετά την κρίση, για παράδειγμα, οφείλεται κατά τη γνώμη μου περισσότερο απ’ όλα στη βεβαιότητα ως προς τη φορολογία. Ακόμη και δήθεν σοσιαλιστικοί τσαμπουκαλοπαράδεισοι όπως η Ισλανδία (που κάθε άλλο είναι στην πράξη) το έχουν γυρίσει στο flat tax. Στην πράξη όμως η απλότητα και η βεβαιότητα δεν είναι απλή υπόθεση. Για παράδειγμα, η Δημιουργία ζητά ένα φορολογικό σύστημα εφαρμογής τουλάχιστον 30ετίας με ενιαίο συντελεστή 15%. Μόνο που προτού καν καθίσουν στα έδρανα της βουλής ανακαλύπτουν την ανάγκη φοροαπαλλαγών για τη ναυτιλία, το ύψος και περιεχόμενο των οποίων δεν είναι προβλέψιμο. Η ΔΗ.ΣΥ μιλά για ενιαίο συντελεστή 20% στο εισόδημα αλλά ad-hoc φορολογία των αγαθών ανάλογα με τις στρατηγικές επιλογές της κυβέρνησης.

Η Δράση μιλά για flat tax αλλά βάζει παντού σκαλοπάτια προς διατήρηση της προοδευτικότητας της φορολογίας – δε λέω είναι πλατιά σκαλοπάτια, αλλά ότι υπάρχουν υπάρχουν.

Ας παραδεχθούμε από την αρχή ότι η φορολογία είναι ζόρικη υπόθεση και μην υποσχόμαστε ούτε απλούστευση ούτε βέβαια flat taxes εκεί που δεν σκοπεύουμε να τα επιβάλουμε.

Η Δράση με ικανοποίησε με τη θέση της περί κατάργησης κάθε είδους φορολογικής αμνηστείας: όπως εξηγεί κάποιος πολύ ειδικότερος από μένα εδώ, οι αλλεπάλληλες αμνηστείες αργά ή γρήγορα θεωρούνται δεδομένες και βλάπτουν ανεπανόρθωτα τη φοροεισπρακτική ικανότητα του κράτους.

Ασφαλιστικό

Χαίρομαι που οι φιλελεύθεροι πάνω κάτω κατανοούν όλοι ότι με άδεια ταμεία καβάλα σε ένα αρνητικό mega-trend όπως η γήρανση του πληθυσμού δεν μπορούμε να κάνουμε ευχολόγια και δέχονται ότι πλέον τα ασφαλιστικά ταμεία πρέπει να είναι κεφαλαιοποιητικά. Μην ξεχνάτε, το χρέος των Μνημονίων για το οποίο ορύωνται τόσοι συμπολίτες μας ωχριά μπροστά στο απίστευτο δυνητικό χρέος που συνεπάγονται οι υποχρεώσεις του κράτους προς τους φορείς της κοινωνικής ασφάλισης.

Η Δημ. Ξαν. επέλεξε ορθώς να τονίσει τη διάσταση του δημογραφικού, η οποία σε βάθος χρόνου μπορεί να βυθίσει ακόμη και τα πιο εύρωστα σήμερα ασφαλιστικά ταμεία στον ανεπτυγμένο κόσμο. Η ΔΗΜ.ΣΥΜ. έχει μια σειρά μη κοστολογημένες προτάσεις στήριξης για τη μητρότητα που ίσως βοηθήσουν σε βάθος χρόνου και μια μονομερή μείωση των εισφορών που σίγουρα δεν θα βοηθήσει.

Η Δράση πάνω κάτω παίρνει τη θέση που έχω πάρει πολλές φορές κι ο ίδιος. Ας διαχωρίσουμε το κομμάτι της κοινωνικής ασφάλισης που αποτελεί ένα ελάχιστο επίδομα αλληλλεγγύης και ας το κάνουμε φόρο, γιατί τα ταμεία δεν μπορούν να το σηκώσουν. Δεν έχει νόημα και γενικότερα βέβαια να προσπαθούμε να κεφαλαιοποιήσουμε κάτι που κατά τα άλλα λειτουργεί ως φόρος, ούτε να πληρώνουμε ταμεία για να το ‘διαχειρίζονται’. 

Από την άλλη όμως, για ο,τιδήποτε πέρα από αυτή τη βασική παροχή, οι εισφορές είναι στο χέρι του καθενός – άλλες εισφορές δεν υπάρχουν. Αν θέλεις σύνταξη πάνω από το μίνιμουμ που θα σου πληρώσει ο φορολογούμενος, θα πρέπει να φροντίσεις να αποταμιεύσεις ανάλογα. Το πρόβλημα βέβαια της Δράσης είναι ότι η αποταμιευτική συμπεριφορά δεν αλλάζει εύκολα και αν αποσύρουν τις εισφορές προτού εξισορροπηθούν από ιδιωτική αποταμίευση θα έχουμε πελώριο πρόβλημα. Εντούτοις είναι πιο ρεαλιστική αυτή η πρόταση από μια μείωση κατά 10% των εισφορών χωρίς κάποια άλλη αλλαγή που να την αντισταθμίζει.

Σε περίπτωση που δεν το προσέξατε, αν ο φόρος υπέρ της κρατικής ασφάλισης συγκεντρωθεί μέσω ΦΠΑ (αυτό δεν τολμούν να το πούν τα κόμματα στο πρόγραμμά τους) μπορούμε να επιτύχουμε και κάτι ακόμη: μια πολύ αποτελεσματική εσωτερική υποτίμηση χωρίς να φύγουμε από το Ευρώ. Δείτε λεπτομέρειες εδώ. Και πάλι πάντως με ανησυχεί πολύ το ενδεχόμενο του να μετατρέψουμε μέρος του ασφαλιστικού σε ponzi scheme. Θα πρότεινα στους απανταχού φιλελεύθερους να το ξανασκεφτούν σοβαρά.

Αυτά για την ώρα. Χαίρομαι που τελειώνει η προεκλογική περίοδος (για την ώρα – ίσως ακολουθήσουν πολλές ακόμη) για να μπορέσω να ασχοληθώ με το πραγματικό αντικείμενο του blog μου. Καλή και συνειδητή ψήφο σε όλους.
